Take a small paperclip and straighten the two ends.  Crimp the curved edge to create a "V" shaped tool.



Wrap the felt around the dowel, aligning the two rows of holes. Place the "V" tool partially through the first hole.




Lace the yarn through the "V" tool.






Pull the "V" tool back through the hole, pulling the yarn with it. Continue this process through all the holes.
